Jim Edgar told an Illinois News Broadcasters Association convention in Springfield last night that he's never seen the state government as dysfunctional as it is now. The Republican points to perennial deadlock over the state budget as an example. Edgar says current governor, Democrat Rod Blagojevich, isn't all to blame. He says people he talks to downstate are disappointed with state government in general.
