Why HOV/Lexus Lanes are a bad idea of the Tollway.

Anyone want to guess what
Ontario, New York, California, Washington DC and Washington State all have in common?

Answer:
The all either evaluated or tried to implement HOV lanes by using existing lanes and either decided it would not work or had to remove the HOV lanes.

Guess how Illinois wants to add HOV lanes....

Thats right, by using existing lanes.
