(FROM THE ARTICLE: Supermajorities can garner the three-fifths, or "veto-proof," votes needed to override gubernatorial action without help from the opposition party. To prevent that from happening, Republicans are playing up the dysfunction in Springfield among Gov. Rod Blagojevich and House and Senate leaders -- all Chicago Democrats whose infighting has led to inaction on a capital construction plan, expanded health care and budgetary agreements that would cut into debts and overdue bills. "It's been a complete disaster," said House Republican Leader Tom Cross of Oswego. "Why would anybody send another Democrat to Springfield?" Cross and Republicans also are telling voters to expect an income tax increase to deal with the state's financial woes if Democrats get a supermajority. Blagojevich opposes a tax increase. Steve Brown, spokesman for House Speaker Michael Madigan, dismissed Cross' claim and said he was unaware of any tax increase in the works. Even so, Madigan said in January 2007 he was prepared to make "unpopular choices" to fix the budget, noting he'd supported income tax increases and budget cuts in the past. Blagojevich, whose administration faces multiple investigations over hiring and fundraising, also is extremely unpopular with voters. And even if Democrats have a banner year, he will lose his strongest legislative ally, Senate President Emil Jones, who is retiring in January. Charles Wheeler III of the University of Illinois at Springfield said that without Jones protecting him, Blagojevich could "become irrelevant" even if Democrats don't gain a veto-proof majority; instead, they may simply override his vetoes. A spokesman for the governor did not respond to a request for comment. House and Senate members alike see Jones' retirement as a chance at reconciliation. Those hoping to succeed Jones say the Senate will work to repair relations with the House. Given Springfield's state of affairs, it would be reasonable to think the GOP would have a leg up. But Wheeler points to a growing Hispanic population -- traditionally Democratic -- in traditionally Republican Chicago suburbs. And while Blagojevich is under federal investigation, Republicans still carry the taint of the last executive, GOP Gov. George Ryan, who is serving a 6-year federal corruption sentence. Cross acknowledges a defensive strategy but said his candidates will focus on Springfield Democrats' "reckless behavior." "If you want a little restraint and fiscal discipline and a saner approach to government and paying bills," Cross said, "then we're your team.")
