Our underfunded colleges

From the Chicago Reader blog Chicagoland...

Due to persistent underfunding from Springfield, our state's 60 public colleges and universities have now deferred approximately $3 billion in maintenance costs.

If this is a serious problem then why is the governor talking about tearing down an academic hall at Northern Illinois University or mistaken donating money to a school not connected with a church who's landmark sanctuary was burned down?
