Maybe this should have been our first clue:

St. Louis Post Dispatch
SPRINGFIELD, Ill. - Two candidates - one a familiar face and one a newcomer to statewide politics - joined the 1990 Illinois primary fray Monday.
Lt. Gov. George Ryan, a Republican, announced at a Capitol rally that he would seek the GOP nomination for secretary of state, pledging that his first priority would be the prevention of drug abuse.

That's too bad that the whole article costs to get access to. Someone needs to go to their public library and find a version on microfilm or something. I personally have a good excuse for not reading it when it was written as I was only 7 years old.
When George Ryan first entered this race everyone wrote him off. Up until October Scott Fawell found Democrat Jerry Cosentino had been involved in bank fraud, writing millions of dollars in bad checks to maintain a trucking company out of state.
He was Thompson’s Lt. Gov and frankly no cared about him. They were looking after Jim Edgar and his future.
No one thought George was going to win. But Scott Fawell had an October surprise.
