Scott Summers' Reflects on Lack of Civility in the 3-Way Rockford Congressional Debate

The following has just arrived from Green Party 16th district congressional candidate Scott Summers. It is posted on his web site Summers Times, as well.

Whatever happened
to civility in politics?

The Manzullo-Abboud
television meltdown

"On Thursday, August 28th, WIFR-TV (Channel 23, Rockford) graciously hosted a 16th district Congressional candidate forum.

"It presented me and my opponents, Democrat Robert Abboud and incumbent Republican Representative Don Manzullo, in a discussion of issues.

"The event quickly disintegrated into spectacle.

"Manzullo and Abboud brutally attacked each other. They argued. They shouted. And they repeatedly ignored the direction of the news anchors to stop.

"Thoughtful viewer questions were almost completely cast aside.

"Abboud and Manzullo -- and, I suppose, I, too, acquiescing to a certain extent, standing alongside them in silence -- did viewers a colossal disservice.

"Voters are entitled -- entitled -- to informed discourse from their candidates.

"It's perfectly satisfactory for that discourse to be close and spirited at times. Candidates must articulate and defend their positions. Decency requires that they be allowed to respond, clarify, and redirect their thinking on the issues of the day.

"For four days, I've thought about what happened.

"We will never make progress in this country if candidates for election refuse to comport themselves with dignity and decency.

"The scope of the problems facing us as a nation demand keen thinking and collaborative problem-solving on a multipartisan -- multipartisan -- basis.

"The established political parties in Illinois -- for the moment, Democratic, Green, and Republican -- don't have to agree. Their members don't have to like one another.

"But every candidate for office MUST be civil. Every elected official MUST work cooperatively in order to get the nation's business done.

"Insults and invective in the fashions exhibited by my opponents on Thursday evening simply will not do.

"Permit me to tie the desperate need for political civility today to a time exactly one hundred and fifty years ago.

"This past Saturday (August 30th), I was in Freeport. My little band of campaign supporters and I marched in a glorious parade.

"It was Freeport's observance of the sesquicentennial of the Lincoln-Douglas debate in their community. After the parade, I lingered to watch two splendid re-enactors, George Buss and Tim Connors, portray the duo.

"As I stood off to one side, leaning against a post and watching, I couldn't help but think that I was observing precisely what I should have been participating in on Channel 23.

"Sharp and pointed discourse, at close quarters. Jousting. Sparring. Shrewd maneuvering. A bit of veiled rancor. But civility. Always civility.

"I suppose that that's my 'takeaway' from the awful television spectacle.

"If you elect me, I pledge to work cooperatively with my colleagues in Congress. I will listen, speak, challenge and cajole.

"But most of all, I shall be civil.

"You as voters deserve no less."

No one disputes the fact that the Democrat Party's failed "Great Society" big push for socialism in the 1960s dramatically increased the African-American out-of-wedlock birth rate. I have had only one conversation with George Will and it was shortly after Bush was elected in 2000. During that conversation, I urged Will to urge Bush to set a goal for America like Kennedy did in the 1960s. The goal Kennedy set was to put a man on the moon by the end of the decade. I urged Will to urge Bush to set a new goal for America -- to bring the out-of-wedlock birth rate back down to the pre-Great Society level by the end of the decade. Sadly, Will rejected my suggestion out-of-hand. What if Will and Bush had taken my suggestion?

Our common purpose: Meeks, black students and New Trier education

The best part of Senator Obama's acceptance speech was the second half when he returned to the theme of his political career. He reminded us that we've lost a sense of common purpose in the partisan wars. The idea that we are all in this together and that our government -- the only institution that we all belong to -- can and must help all of us live better lives.


That's the spirit that should take hold among wealthier white people as hundreds of parents of poorer black children try to enroll their kids in one of the best public schools in the nation today, even though the government says those kids do not belong.

I'm a graduate of New Trier High School. I grew up in Winnetka surrounded by children of fantastic wealth and some of us of more modest means. The mansions of Winnetka were taxed to fund New Trier and feeder schools (like Washburne Junior High and Hubbard Woods Elementary) and many of them had to pony up $15,000 every year to operate those schools of excellence. The owners could afford to pay that tax (or, like my family, paid it until the last kid was a senior in high school to buy that excellent education and then left for cheaper pastures). 

I recognize that my career and current earnings would not have been possible without my public education. Because the taxpayers invested in me as a child, I am today a far happier and much more productive adult. 

But many, many children today are not allowed to attend New Trier. They don't live among mansions. They live in Robbins. Or Dolton. Or Calumet City. There, the hard-working families of modest means aren't lifted up by an excellent public school. Instead they are burdened by mediocre schools. And their lives suffer as a direct result.

What will we do for the children of Calumet City? Will we call Senator Meeks a flamboyant clown for staging a protest where hundreds of students try to enroll in a school far, far better than their own? Perhaps we'll shrug our shoulders and say that it isn't really about the money, but about the parents or about the culture, or we'll think of mediocre schools in our county and in our state stunting the lives of poorer children every year as something regrettable but out of our control, like a hurricane. 

The motto of New Trier High School is "Minds to Inquiry, Hearts to Compassion and Lives to the Service of Mankind." Elegant, isn't it? To their credit, the New Trier Administration has embraced Senator Meeks and the hundreds of families of New Salem Baptist Church, likely recognizing their common purpose to educate all our children.

It isn't easy to find a way to instill a culture of academic achievement (I remember as a sixth grader writing in my assignment notebook "Work Harder" as a stern note to myself -- this was not uncommon among my peers) and break altogether the nagging culture of anti-intellectualism and anti-achievement that still penetrates too many pockets of our county and state. And it isn't easy for the taxpayers who already pay for excellent schools in their communities (where the schoolhouse doors are literally barred to students who live 30 miles away but in a different and poorer suburb) to shoulder the additional burden of paying more for schools filled with poorer children. It isn't easy to balance local control and performance standards to improve the capacity of the school board members of poorer suburbs who, almost by definition, have less time and expertise and personal wealth to manage their schools as well as school board members from wealthy communities.

But as Barack might say, don't tell me that we can't find a way to provide the children of Senator Meeks' community with the resources and accountablity and culture of academic achievement that we already do the children of Winnetka if we try.

That's our common purpose, especially in state government. That's our challenge as Illinois citizens. And this year is our time to meet Senator Meeks' families and devote more children's minds to inquiry, hearts to compassion and lives to the service of mankind.

Marathon Pundit at the Republican National Convention

Blogging from the Xcel Center, St. Paul, Minnesota.

First of all, my hearts, thoughts, and prayers are with those people living on the Gulf Coast. As you undoubtedly know, Hurricane Gustav is pummeling the Gulf Coast as I write this post.

The Republican National Convention expanded its media base to include me. So far, I don't have much Illinois news, but I imagine that will change. When I tell people where I'm from, the retort I get is surprisingly, not, "You're from Obama's state?" but instead, "Oh, Chicago...Cubs fan."

I listened to the Republican National Convention Center daily media conference call this morning. I was unable to post earlier, as my wi-fi connection at my hotel was weak.

Most of what was discussed was of course the hurricane, and the efforts directed from the Twin Cites to assisting those living on the Gulf Coast, including fundraising parties organized--all of them of course at the last minute.

The call took place at 10:00am local time, about two hours later news broke that Sarah Palin's 17 year-old daughter, Bristol, is five months pregnant. Although I have media credentials, I found out the news the same way I would have back in Morton Grove, Illinois--via an e-mail breaking news update on my Blackberry.

I was 50 yards away from the Xcel Center, where of course the Republican National Convention is being held.

Right now I'm in the Media Filing Center inside the arena. Not only do credentialed media members receive ethernet hook ups, there are power strips under each table--losing battery strength on my lap top is not a concern.

There are six television sets on the wall to my right. As the news cycle is split today--convention coverage and Gustav coverage--so are the TVs. Three of them are showing the Fox News Channel and the effects of Gustav, the other three are tuned to C-SPAN and the proceedings on the floor in the next room.

On my left is a Russian journalist, typing away in Cyrillic letters.

What am I hearing in St. Paul? Well, lots of murmuring about Bristol Palin--along the lines of "Didja hear?," and of course conversation about Gustav, "What d'ya hear?"

I have my car here. Anne Leary of Backyard Conservative and I drove into the city together, and we parked in a lot next to the Crown Plaza Hotel, where the Texas delegation is being housed. Despite the ominous news from the Gulf Coast, they're a festive group--they are Texans--and they're easily spotted by their cowboy hats and denim shirts. I was walking on Kellogg Boulevard with Anne and a couple of Texas delegates when I had my first celebrity sighting--Megyn Kelly of Fox News.

Weather is also a topic of people walking the streets of St. Paul. It's hot and humid here, 88 degrees, but it feels worse.

I'm going to try to sneak another post in, but I want to be in the convention hall when Laura Bush speaks at 4:45pm. That's Central Time. It is so nice that the Central Time Zone is finally the center of things. We now have this moment, and Conan O'Brien's annual New Year's Eve tribute to this under-appreciated demarcation. It's not much, but we'll take it.

This is our time to shine! Both the time zone and the Republican Party.

(THE OUTRAGEOUS COMBINE PRESS RELEASE: State GOP needs to fix itself by 2010 The irony can't be lost on Illinois Republicans. It certainly isn't lost on us. And it likely isn't lost on Barack Obama, who can thank the state Republicans for playing a big role in helping to put him into the position he is today - the Democratic nominee for president. It was just four years ago that the best the Republicans could do to battle Obama, then a state senator, for the open U.S. Senate seat was to fly in conservative Alan Keyes from Maryland. That election was over before it started and the Democrats knew it. So they put Obama in as the keynote speaker at their 2004 national convention and the rest, as they say, is history or at least history in the making. Perhaps that's why only one Illinois Republican - Rep. Mark Kirk - gets a speaking role this week in St. Paul at the Republican National Convention. In comparison, Illinois Democrats were all over the dais in Denver as they tried to put aside their dysfunctional arguments long enough to shine a light on Obama and the host of state Democrats who hope to take his seat should he win in November and the others who hope to win the governor's race in 2010. Kirk, for his part, needs some speaking time. He's in a tight battle to retain his seat in the 10th Congressional District. No longer are Republicans assured of winning suburban races - just look to former Republican House Speaker Dennis Hastert's seat, now occupied by a Democrat - and that too is a testament to the state of the GOP in Illinois. Unfortunately, Kirk's speaking role and that of all the Republicans this week may be overshadowed by Hurricane Gustav. We believe in the two-party system. We want to see strong candidates in every race. It's better for the voters. It's better for the state. So it's time the Republicans in Illinois regroup and figure out what they need to do to be competitive. One way, some top party leaders say, is to limit the intraparty attacks that have occurred in recent primary elections. "We need candidates who can be firm in their convictions but communicate those convictions, their desires, in ways that don't offend other people," state Sen. Bill Brady of Peoria, one of the rising GOP stars, told the Daily Herald. Not all are willing to do that, however. Jack Roeser, head of the Carpentersville-based Family Taxpayers Network, said: "We've got to get rid of these skunks who are running the Republican Party." And he'll put up the money in that effort. PAUL - Illinois Republicans have suffered a number of lows in recent years, but arguably one of the rock-bottom moments came early in the 2006 GOP governor's primary at a debate in Springfield. What was supposed to be a forum on economic policy turned into a political mud-wrestling match marred by personal attacks, allegations of sexism and audience boos. And it was from that scrum that Republican Judy Baar Topinka emerged as the bloodied and bruised nominee who'd go on to lose the governor's race to incumbent Democrat Rod Blagojevich. The wounds are fresh, and numerous Republican officials from across the GOP spectrum say it's finally beginning to sink in that if they don't get their act together, Democrats will retain control of state government. In fact, Republicans say their best ally in this rebuilding effort is the collection of Democratic leaders who've produced plenty of gridlock and few results. "I think the debacle of all Chicago Democratic machine control of state government has reached the boiling point where the moderates and conservatives - along with our drought of statewide electoral success - will force Illinois Republicans to band together for our own good," said Hinsdale Republican state Sen. Kirk Dillard. "I thank the Democrats for helping us unify our party, although I think we need to unify it with ideas. But we'll take all the breaks at this stage of the game." Former Republican Gov. Jim Edgar agrees that Democrats are helping resuscitate his party. "There's no doubt the dysfunction of the Democratic administration in Springfield has enhanced Republicans' changes to come back from 'the dead,'" Edgar said. Party Chairman Andy McKenna recently said he hopes Republicans will agree to run positive campaigns and avoid attacking each other. Most agree this fall's elections are tough with Democrat Barack Obama leading the ticket. The crucial 2010 state races featuring the entire slot of statewide offices are what they're building for. But many of the party leaders remain wary of some social conservatives who are openly suspicious of the GOP brass' motivations and haven't hesitated to trash fellow Republicans they feel have strayed. "That's what we always wonder - if they would rather be right than win?" said Edgar. "The classic example is Judy." Indeed, few have forgotten how fractured the party became during the 2006 primary. Not only did conservatives - most notably Aurora dairy magnate Jim Oberweis - use personal attacks in the primary, but once Topinka won the nomination some said another Blagojevich term would be better for the party than a Topinka victory. That's the scenario McKenna, Edgar, Dillard and others want to avoid repeating. Even socially conservative Bloomington state Sen. Bill Brady, who's already essentially campaigning for the 2010 GOP nomination, is suggesting candidates try a new approach. "We need candidates who can be firm in their convictions but communicate those convictions, their desires, in ways that don't offend other people," Brady said. "And that's what it's all about, understanding other people have other opinions and working to find common ground." Apparently Jack Roeser didn't get copied on the unity memo. The brash businessman and head of the Carpentersville-based Family Taxpayers Network makes it no secret he disagrees with the GOP's official direction, using not only his words but his cash to signal his displeasure. Roeser himself ran against Edgar in the 1994 primary and lost. Between 1993 and mid-2006, his organization had given $685,000 to state candidates, his engineering firm donated $101,000 and he personally gave $1.6 million. The Family Taxpayers Network lists its official purpose as "to promote candidates for office who support tax reduction and other family concerns while exposing candidates who promote policies harmful to Illinois families." And don't look for him to tone it down anytime soon. Asked recently about the GOP rebuilding efforts, Roeser offered this advice: "We've got to get rid of these skunks who are running the Republican Party.")

(THE LETTER: It seems odd that the editorial board of the Daily Herald would provide an open letter to Barack Obama on Aug. 28 asking him to tell us, with specifics, "how will you get America to that happy place in the future?" Then on Aug. 29 provide a flowery editorial about the importance of vague but strong emotional rhetoric, while at the same time condemning critics of rosy oration as "opposition by the less gifted." In the Aug. 28 editorial, the board provided specific points it wanted addressed. I am sure board members were disappointed that "their guy" did not deliver on the request. Despite their disappointment, the board's Aug. 29 editorial had the audacity to say "we applaud Illinois' Barack Obama for the audacity of his oratory." It seems that in your haste to join the bandwagon, you forgot to take your integrity with you. I listened to the speech. No specifics were offered. He angrily stared at America and challenged his opponent, people cried, his pro-war running mate with 39 years of experience doing nothing in Washington joined him on stage and the Hollywood spectacle ended. Instead of showing the audacity of courage and following up the Aug. 29 editorial with grace and class, the board took a back hand swipe at anyone who dare opposes the messiah who rose on the third day of the convention. Something really stinks at the Daily Herald and it smells like repugnant hypocrisy and mendacious convictions.)

(THE ARTICLE: TOLEDO, Ohio - The Rev. Jeremiah Wright, Barack Obama's fiery ex-pastor, re-emerged yesterday with a crude reference about race and sex in the White House. "This ordinary boy [Obama] just might be the first president in the history of the United States to have a black woman sleeping at 1600 Pennsylvania legally," Wright said, referring to Michelle Obama, in a sermon at the Wheeler Avenue Baptist Church in Houston. It was unclear whether Wright was making a reference to prostitution, to old miscegenation laws, or to the history of illicit interracial sex under slavery. Wright's remarks yesterday were full of praise for Obama - although several times, he referred to Obama as a "boy" who later developed into an extraordinary person, through God's work and, presumably, Wright's guidance. "The lord turned the ordinary into the extraordinary. Y'all just saw it this past week. It was on national television," Wright said to applause. "An ordinary black boy raised in a single-parent home . . . walked into my office 20 years ago to talk about his dream for a community that concentrated on things that we could achieve in common." As Obama's longtime minister, Wright married Barack and Michelle, and the couple worshiped at Wright's Trinity United Church of Christ in Chicago until Wright's controversial sermons became public knowledge during the campaign. Wright gave an over-the-top press conference that ultimately prompted Obama to leave the church this spring, after Wright blamed the United States for concocting the HIV virus and railed against US imperialism. Wright also accused Obama of posturing in his criticism of Wright's sermons, saying, "If Senator Obama did not say what he said, he would never get elected. Politicians say what they say and do what they do based on electability, based on sound bites, based on polls." Obama said afterward that he was "outraged by the comments that were made and saddened by the spectacle that we saw." In recent weeks, Obama has worshipped at various churches in towns on his campaign schedule, as he did at a Lutheran church in Lima, Ohio, yesterday. In sermons that caused the initial uproar when they emerged on video, Wright blamed the United States for the 9/11 attacks and boomed, "God damn America.")
